The Panorama team (formerly as RMT, Inc.) assisted the developer in preparing the EIS for the Viento Verde de Santa Isabel Wind Farm Project. The Viento Verde de Santa Isabel Wind Farm Project in Puerto Rico included 58 wind turbine generators, covering approximately 4,300 acres on Puerto Rico’s south coast, east of Ponce. The proposed wind farm was built on agricultural land owned by the Puerto Rico Land Authority (Autoridad de Tierras).
Panorama team members worked on portions of the EIS in coordination with a local, Spanish-speaking environmental consultant. The Panorama team worked closely with project engineers to provide a comprehensive project description and description of alternatives. Work also included the preparation of extensive GIS database management and preparation of all project maps for the project description, alternatives, and technical analyses in the EIS. The team also prepared the Noise, Visual Resources and Flicker Analysis, and an analysis of telecommunication and radar interference and Federal Aviation analysis sections of the EIS. We provided oversight, planning, and review of several other sections prepared by the local consultants, including the assessment of biological resources (including avian and bat concerns), geologic resources, cultural resources, and hydrology and water quality issues. In addition, Panorama supported Pattern at public scoping meetings, public awareness initiatives, and provided senior technical review of the Draft and Final EISs.
