PG&E reinforced the electric transmission system in central Sonoma County by replacing the conductor on a 9.9-mile-long section of the Fulton-Hopland 60 kilovolt power line between the Fulton Substation and Fitch Mountain Substation. The project also included replacing poles along 8.1 miles of the Fulton-Hopland line, replacing conductor on 1.3 miles of the Geysers #12-Fulton 230 kilovolt transmission line, and making modifications to Fitch Mountain Substation. Panorama was responsible for preparation of the Initial Study/Mitigated Negative Declaration and mitigation monitoring and compliance throughout project implementation.
Key issues associated with the project included noise impacts on neighboring recreational and residential areas; noise from use of helicopters in proximity to residences and schools; impacts on federally and state threatened and endangered species; and impacts to ranchlands. The project was also located within an area that was burned by electrically induced wildfires in 2017. Fire prevention during construction and operation were a major concern for the public and required additional oversight and guidance on fire prevention standards during construction.
