Panorama (formerly as RMT) was hired by a private developer to assist them through the early phases of project planning and development for the permitting of two 20 MW wind projects in Kern County. Our team provided strategic advice and planning for defining the project and coordinated closely with project engineers to define an environmentally feasible and constructible project for CEQA review. The Panorama team was tasked with defining and preparing the baseline studies, definition of the project, preliminary environmental analysis, and preparation of the Conditional Use Permit to be submitted to the County. The Panorama team was also contracted to review the environmental document prepared by the County’s third party consultant and to provide data and information requests as needed to assist the third party contractor in completion of the EIR. Panorama directed the biological fieldwork for the golden eagle assessment and coordinated with biologists for agency consultation. This project was highly controversial. Panorama staff lead public meetings with Helo staff and coordinated closely with the County in order to address all major issues and concerns that would be addressed in the CEQA EIR.
