Panorama managed the preparation of 26 technical studies and prepared the NEPA EIS under the Las Vegas Field Office of the BLM for the Gemini Solar Project. The project is the largest solar-plus-battery storage project in the U.S., and the NEPA study area encompassed over 10,000 acres of undisturbed desert landscape. The project also required an amendment to the Las Vegas Resource Management Plan.
Panorama was involved in all aspects of the environmental planning and review. Panorama drafted and updated the Plan of Development, which served as the Proposed Action. Our team managed the engineering design team and coordinated the environmental findings with the design to create a viable project that reduced environmental conflicts. Panorama drafted the NOI and planned for and participated in scoping meetings and coordinated and oversaw the preparation of all environmental technical studies including biology, drainage, cultural resources, utilities, economic effects, national historic trail review, and comprehensive visual assessment. Key issues addressed included high density of desert tortoise, a segment of the Old Spanish National Historic Trail through the project site, rare plants, major drainage issues due to site flooding potential, visual impacts, and loss of off-highway vehicle use.
