The project involved construction and installation of a new 230 kilovolt transmission line between Sycamore Substation and Peñasquitos Substation in the City of San Diego, California. The project was proposed by San Diego Gas & Electric to alleviate bulk electrical system constraints that resulted from the unanticipated early retirement of the San Onofre Nuclear Generating Station and future retirement of coastal Once-Through Cooling generation. Panorama was responsible for review of the application, preparation of the Environmental Impact Report, formulation and evaluation of alternatives, and mitigation compliance monitoring and reporting.
Key issues associated with the project included aesthetic impacts on neighboring recreational and residential areas; noise from use of helicopters in proximity to residences and schools; impacts on federally and state threatened and endangered species; traffic impacts from underground construction within roads; impacts to parks and Preserves; potential induced current on existing nearby utilities; and the consideration of alternatives. Panorama provided public involvement support and responded to public comments including concerns about aesthetic impacts associated with a large cable pole near a residential community, traffic impacts from the construction of the transmission line in a major roadway, and risk of shock hazards as a result of potential induced voltage on a telephone cable.
