The project included the expansion of a natural gas storage field that also included construction of 25.5 miles of gas pipeline traversing three counties. Panorama reviewed the applicant’s PEA, identifying deficiencies and data requests. Panorama prepared a comprehensive EIR for the project and developed and implemented a mitigation monitoring compliance and reporting plan. Panorama maintained the website for the project.
Key issues associated with the project included addressing the potential impacts and monitoring methods for directional boring under the Sacramento River, potential hazards related to the gas pipeline and gas migration pathways, and effects to agricultural practices. Several listed species could also be impacted by the project and were addressed through consultation with resource agencies (USFWS, CDFW, USACE, Butte County, and North Coast RWQCB). Public meetings were held to understand local landowner concerns.
